i guess to make nibs you would start with an extruder like 3d printers have so you can run your weird materials out in to wires and then .. hm. i would guess you could grind off some of the plastic in the back to fit inside the pen and put some kind of sander in the front so it smooths off the tips as well.

Lasers with that amount of precision are not a problem. But running them would be more expensive then other manufacturing methods that could be employed here.
