@alyx@drq also probably driver vendors and MS doesn't really work on DX9 support, so it's left only for legacy reasons.
Like OpenGL in AMD drivers. (Indeed, AMD users can try use Mesa with Zink or D3D12 driver and it may work better than whatever AMD left in their drivers)
