- if you chose 25%, there's two 25%s so that becomes 50% and it's the wrong answer
- if you chose 50%, well that's 1/4th so that can't be right
- if you chose 0%, you're stating that the question is impossible to answer so that can't be it either

But considering A and D are the same, there are technically only 3 answers, so the chance is 33%. But there is no 33% choice, so there's 0% chance you'd get the right answer randomly. But...
