When Windows Firewall comes up with a pop-up, you've got enough information to understand what it wants from you right then and there, and you know that it's not an error, the system is working as intended, and it gives you confidence that you're probably not gonna destroy everything by saying Allow.
In Linux it's exactly the opposite. It gives you the feeling that your system is broken in some way. The instructions are as vague and incomplete as an BSOD message, and it forces you into actions to "fix" it that feel like it's not what the system intended for you to do. So a new user will absolutely be scared they they'll make things worse by trying to "fix" it. So instead, guess what they'll do? They'll go back to Windows, leaving idiots like yourself wondering why no one wants to use Linux.
Linux is a great OS. But don't try to give me crap like it's user friendly. It is not.
