Yes. Perfectly normal.
Hair has a natural length limit it reaches. When it reaches it, as a means to regenerate itself, individual hair strands will start falling so they can be replaced by fresh healthy ones.
When you cut your hair short, naturally you're not gonna see much of this phenomenon.
