A: 7 people who were working for a company hired to provide diesel to the base (for their electric generators).
B: They apparently wouldn't fill the generators with the full quantity the contract required them to, and no one checked their truck when they left the base. This went on for a while.

The hilarious part of the story though isn't even the theft itself. But rather that the Romanian minister of defense victim blamed the Americans, for not taking into account Romania's cultural practices (of theft).
