You need to look at what kind of diet the children get, how/where/with who they get to play, how much attention do they get from family, etc. There are probably a million factors that would contribute directly to a child's brain function, none of which is money. At best money will have some influence on some of those factors, but it's far from being the entire story. All the money in the world won't make a child, of a drug addict mother, a genius.
