The thing about that sword confiscating cop is, in a country where getting a gun isn't that much of an option, either legally or illegally, people can and do use swords to intimidate others and commit crime as they would with a gun.

I hear in our news all the time, about cops confiscating swords, combat knives and air guns from one gypsy crime clan or another. When you can't find anywhere to buy a proper gun, you use what you can.
