Sure, but there's probably plenty of tracking of these things from NASA and other space agencies. If China's 2014 rocket really didn't burn in the atmosphere as they claimed, China probably would have been called out on the lie by now.
This story really isn't news at all. The identity of the rocket has been under discussion since when it was first noticed on a trajectory with the Moon, sometime near the start of the year. The only thing new is that they finally caught sight of the crater.
