Hard to say if legit psycho tactic, or cherry picked coincidences.
Remember, they're both prominent women, that are out in the public spotlight a lot, and as a consequence will end up wearing a lot of different dresses. So I doubt it would be hard to find examples between the two that are similar. You could probably do such matches with other famous women too.
I wouldn't put it past Meghan, but for me it's hard to dismiss the possibility of these being coincidences.
