Technically, he said it would be “waterproof enough to serve briefly as a boat”. He did not say how briefly it can serve as a boat 😉

@dave @alyx @Rasp I wonder if the air in the cabin is even enough to keep such a heavy vehicle on the surface if it is water proof. Also what would provide steering and propulsion once the wheels leave the ground if it does float?

The answers to your questions are: no and nothing.

What Elon is looking for is an amphibious car, which is build completely different from the ground up and actually has a propeller to drive the "car" in water".

You could argue that all terrain vehicles exist that are able to deal with going through shallow water with no issues. But once again that is build different from a truck, and a shallow stream is not "rivers, lakes & even seas".

@alyx @dave @Rasp Yeah I would think you could make it capable of doing the things you can do with a snorkel on a normal vehicle if you seal up the electronics, but the cyber truck has a lot of weight so I'd imagine trying to get it to float would require some extra flotation devices, and yeah without a prop your dead in the water once your tires leave the ground.

Well he apparently wants it to go from Starbase is to South Padre island. This channel is about 1000 feet, so even at 20 mph it'll take no more than a minute.
Although making a car drive through water, with land still touchable, and over water, legs dangling, probably a significantly different set of skills.
