You're making an assumption that the glass windows couldn't have broken from thrown rocks and also assuming that the passengers themselves would have or should have made the same assumption.
Even if you had some magical knowledge that no thrown rocks could break the windows in a bus you rode on, just the noise itself is more than enough to scare people.
If you want to be an anti-semite, and say "serves them right that a Palestinian is throwing rocks at them", then that's your thing, whatever. But if you're gonna try to argue they weren't in the right to be afraid, then you're dishonest.
