You see, by definition indigenous people cannot be white, and white people cannot be indigenous or a minority. As such, clearly the Sámi are a people of color, even if they look blonde white, because they are an oppressed minority. And the Norwegians are the oppressing colonials, because they are white and the majority.

The trick is that you need to understand that "white", "black" etc. are no longer descriptions of skin color. They are ideological labels. There's a reason you see usages of capitalized White or Black.
White is everything the religion deems is White. If the religion finds use in labeling the Sámi as an oppressed people, to use them in a fight against the Norwegian majority, then the Sámi basically become ideologically Black, while the Norwegians are White.
