In a way yes, but you're probably thinking more of being an authoritarian in general. Fascism is more of a subset of that, and implies certain ways the government interacts with and controls the public sector.
Authoritarianism can be a personality type, in that you want control over those around you. Fascism then starts describing how you'd go about applying that control.
