I remember the good old days of Windows 98, when this would work. I remember intentionally doing this once, just before I had planned to reinstall my OS. I couldn't get everything deleted, but enough did, and the system started crapping itself pretty fast.

It works as super user, yes. Windows 98 didn't require a password or a special prompt to let you destroy your system.

Of course, with Windows 98, you could still log on to a user with the "cancel" button.
