Depends on how you define "engineered".
If you're like Thunderf00t, that pretends the only way to mess with viruses is CRISPR, then the evidence so far seems to be still that it hasn't been engineered that way.
The issue is, there are other ways to do gain-of-function, and change viruses. Easiest being, just let it replicate a bunch, while in the presence of all sorts of tissue from various animals. This wouldn't leave any clear sign of engineering, like CRISPR.
The people working there mishandled the samples and sold them to wet markets and ignored most security protocols.
