There's not even a clear sign of Gimp 3's release in the News section.
I had to search around to find that there's a testing.gimp.org. And if you release a program on a page that starts with "testing", I'm gonna assume this is not the final release yet, and it's still some convoluted testing phase.
@a1ba My point seems to be flying over your head in a Boeing 747 Max. The average user won't be using the links you posted. The average user will go to gimp.org and will see that Gimp 3 hasn't been released yet.

windows is still on rc3. so i guess, unless all platforms are built and released, they wont update the website

windows is still the biggest os (in terms of marketshare and used gigabytes), so i guess it is normal to wait for official release on the download server, before calling it a release.
(i personally would prefer if i could ditch work station windows installation for linux.... but alas, right now i cannot have that yet)
@a1ba If you need to track down a download link on some obscure testing site, or side platform, or anywhere else that isn't the main, public facing, website, then it isn't released. It does look like it will be released very soon. But right at this very moment, it is not released.
