Are black women incapable of any other facial expression besides that one?
Every screenshot I can find she has that same bored DMV employee expression

I'm not watching the movie, for obvious reasons, but I watched 2 first impressions reviews of the movie, and both made it pretty clear that the DMV lady was completely useless to the plot. And one of these was from a Minecraft channel that really tried to give the movie a positive review. So of course she was bored. She was there to fill up space.
