The difference is the nature spot where you have a picnic doesn't have employees that are tasked with cleaning up the place.
In the west someone gets to have a job because you littered at the football stadium.
I bet in Japan, less people get to be employed to clean and maintain a stadium.

Our common sense is that the stadium has employees that get payed to do this, with the money we spent on the tickets. If people were to advocate we clean the stadium ourselves, it could be viewed as us denying those employees the opportunity to be useful to the stadium and thus continue having a job.

I'm not trying to say one approach is better than the other, just explaining how I understand the overall western view on this.

Lately I've learned to mute people for a limited time. I can mute someone for 3 days, enough for them to not be active in my mentions and for me to forget about an annoying interaction.
After the time expires, they get unmuted automatically, I don't get isolated in a bubble of my creation, I don't lose access to potentially good posts they could make, and I live a door open for redemption.

For now blocks are mostly reserved for people who post a very specific type of pornographic material, that I just don't want in my timeline. And even then, I make sure the user in question mainly posts that kind of stuff before I resort to blocking.

I am unfortunately Romanian, but I decided to test and troll people, to see who actually pays attention. Not many people would notice a difference between the Chad and Romanian flags.
