It does work just fine if you first list all the env variables, copy & paste them, and then add your own. IIRC the syntax used in the listing is the same as how you write to add.
Or at least that's how I managed to make it work. Again, it very well might be that I was a complete moron and didn't understand the correct usage.

I came across it for a class once. I never really understood how the command should be used correctly I guess, because when I tried to do it, it basically erased all other environment variables and set the one I gave it. Which is kinda bad imo.

I thought you might have meant it that way. I usually just use permanent/temporal as a distinction for this case, and user/global to make distinction between user settings and system level settings.
As for settings env variables in Windows, for a session... fuck that shit. Someone should burn in hell for that one.
