@Halo @LoliHat i was gonna' say that, it's definitely human caused. fires could be too, though, so maybe they differentiate between whether it was a "force of nature" that caused people to leave or if it was something like economics or society based, solely human interaction.
Lots of poor management and retarded decisions went into causing those fires.
