Tbf Azula from Avatar The Last Airbender is the perfect Tragic Villain. She's just an abused and manipulated girl that just wants love especially from her Mother. I hope she gets redeemed not from a Villain to Hero but from a Victim to Survivor. Savin' herself would be enough.
