Germany threatened to fine Zuckerberg if he does not remove holocaust denial posts from facebook
Zuckerberg could have said I will just not let people in Germany use facebook and I will fine them for breaking terms and conditions if they lie and say they are not from Germany
Zuckerberg could also have sued Germany for interfering with the free speech rights of people outside Germany
But instead he pretended to be "forced" to comply
