Working in childcare has only made me more of a misanthrope, we should fine parents $200 every time they fail to parent their children.
Make a list of disallowed behaviors, screaming in public, hitting strangers, stealing, etc and punish the parents who have the responsibility of teaching their children how to act in a functional society
