Thanks to some improvements to RPCS3 (and me poking around the settings to see what makes this game tick) I've managed to get WipEout HD running at an almost 100% consistent 60 FPS on medium-end gaming hardware. Was a variable 20-40 FPS previously

Prior to this the CPU bottlenecks were pretty fucking awful and only singleplayer events ran smoothly. Now it's more than playable.

If you're on Deck it will probably be a different story, but I've tried it there too and it's possible with some success if you tweak the TDP/clock

Approx XFloat
6 SPU threads
Mega SPU Blocks
Loop detect off
Framelimit 60
Relaxed ZCull
720x576 w/ FSR (set this to 1280x720 if you have a better CPU + GPU)
700 μs Drivery Delay (stability reasons, turn this down if you have a better CPU)
MT RSX off, up to you

I think PS3 emulation is finally matured enough to the point where it's pretty easily accessible, definitely within reach of an average PC gamer by now so long as you aren't still using a toaster.
