The story is set in medieval times, when the rich WERE the state. The monarchies of the time were based upon physical power AND riches. There was literally no distinction between rich and state as they were literally the same thing

So he stole from the local rich, and if memory serves, specifically from the tax collector which isn't all the nobles.
