A female character couldn't show up on screen without the wind blowing her skirt up, or tripping over something that showed her panties.
Female characters were introduced in changing rooms, while putting on bras, and talking about their tits, or in their bedrooms waking up in PJs.
Not to mention the legal requirement of a beach and onsen episodes.

So few these days continue this proud tradition.
