The Somalis in the US are not Somali general population.
What this graph shows is that some of the smartest, hardest working, and entrepreneuring Somalis, filtered by their ability to escape Somalia and reach the US, have an average IQ of 86.
This is the best they have, and it's on the verge of retardation (according to the old definitions prior to 1976).
Just a point above the standard variety of American niggers.
