The territory was under the control of the British mandate.
Palestinians as a people are not referenced until the 50's, and was likely a ploy to push Israel into the western block, as they were getting too close to the soviets.
This is supported by Yasser Arafat having had ties to the CIA, and the fact that Arabic doesn't have the sound "P"... which is frankly laughable.
The name was likely chosen to gain some legitimacy via historical sources.
Specifically the term "Philistine" used by the Romans to describe the people of ancient Israel.
You're right about the terrorism, which started even before the British mandate, under the Turkish rule, but when into overdrive towards the end of the British mandate, with the Wall and Tower tactic.
