No one in government gives a shit if kids are getting brainwashed to take drugs and mutilate themselves.

Kushi isn't a pejorative exactly, it's an old word meaning "dark-skinned", and can be used for animals as well.
More akin to saying negro, very old fashioned.
Kushi just means someone from the land of Kush (modern day Sudan), and since that kingdom no longer exists, and it was the origin of the only black people the ancient Israelites ever met, the term changed to mean anything that's dark-skinned.
