That's what they used to do for the Apollo project. Other countries might have different opinions, BUT! @AmonMaritza got it right:

Gravitational time dilation is a thing, one reason global positioning and time satellite atomic clocks need constant adjustments. Per Wikipedia "24 hours on the Moon [is] 58.7 microseconds faster," which is a lot more than the nanoseconds we hear for those satellites. Has got to come from being so far away from the earth and thus less influenced by its gravity field.
