Every instance of that specific claim that I can find links a "soulcast.com" as a source, but the website doesn't exist anymore. And every time, it seems people just copied and pasted some piece of text.
So while there's probably some truth to the phenomenon, I wouldn't trust the 80% number.

@alyx @matrix lefty media has a hate boner for Japan due to their Nationalism & ethnic homogeneity. Odds are this is just another slander piece from our lugenpresse, capitalizing on social media's click bait nature to get the libel traveling around.
80% is just an unrealistic stat imo. But I'm sure it does happen once in awhile.

I can only assume that they have a very skewed definition for "sexual contact", cause otherwise, WHAT THE HELL! If that's true, no wonder they've got such an epidemic of youth not being involved in relationships.
