Yes, police is a building block of civilization. Parts of the US police force being disfunctional doesn't disprove that.
Most of the "Dismantle police" crowd have delusional view of the world that in which people only commit crime because they are poor and want to remove the concept of policing entirely.
Well, draconic laws are still better than no laws, IF they are enforced equally and consistently.

The purpose of policing is to prevent deviant and destructive behavior. And the purpose of the police is to make policing more organized.
They want to dismantle the police. How are they going to use an institution they dismantle to undermine civilization?
They probably want only the police in the dindu zones to be kill as dindus are their voters and give the dindus what they want.
Also has some favorable consequences for them:
-increasing the already high number of nig-nogs on welfare because no businesses thus securing party loyalty
-forces other nig-nogs to leave and intrude upon further white areas spreading the niggerness
