I tried NetMonster and Network Cell Info. Both showed the same, Wigle showed only one.
Some of the 2G nodes it saw were like 4km away. I also checked a database of nodes and 3 of the closest 2G nodes it sees are also 3G and 4G (I haven't checked the rest of them because the website is painful to use on mobile).

This isn't Russia. Our infrastructure actually works. LTE coverage is really good here, almost on par with 2G.
I think it might either be a security feature or LTE transmitters are on purpose lower powered. Where I'm currently I always connect to the same tower with 2G, 3G and 4G, but signal strength is -51dBm with 2G, but -95 dBm with 4G and that's with 2G on 900Mhz and 4G on 800Mhz.
