@matrix They had disabled emergency braking because their shitty cars were doing phantom braking events all the time, and they assumed the safety driver would take over in the event of an emergency.

In this case, though, the safety driver was fucking around on a tablet, because they didn't have proper precautions in place to make sure drivers were paying attention. And they lost the license to test their cars in multiple states because of it. This crash pretty much single-handedly killed Uber's self-driving program.
@matrix Mind you, they weren't even going that fast. This was a 35MPH road and the car was going like 37MPH (~60kmh) at the time of impact. And the car detected this lady a full 6 seconds before impact.

Even a half-second of hard braking would have saved her life.
