I literally searched for how to create a UTF8 database with zero helpful results. It's all just how to convert it. The few helpful results are just how to copy over a template, which just return syntax errors when I attempt them.

@matrix Apparently it requires Latin1
@ethot Easier way of dealing with this is to reinstall your OS and before you install Postgres, you change your system locale to UTF8
