Doesn't sound like a defense to me. Sounds like he's arguing "Putin is even worse than Hitler" which is a pretty absurd line of thinking(*), but it's anything but a defense of Hitler...
(*) Absurd not in the sense of "obviously wrong" but in the sense of "why would you even try to make such a comparison." It's like he's trying to compare the power levels of supervillains in a video game. Real life doesn't work like that...
