That could be a way of dealing with the problem. Treat them as publications and not as platforms.
Also the issue is that often their ToS are poorly written, bloated and enforced unequally. That's I think a better way of approaching the problem. If there was a better way of forcing the companies to actually enforce their ToS, maybe they would change their minds and simplify their ToS to make it easier to enforce.

I'm a bit too late for this. The thread is already super long, but I don't like the bill as it violates property rights and Facebook and Twitter aren't even a monopoly, they're just big.
