Twitter and Facebook are a thing from the mid 2000's, and back then the internet didn't have as many users as they have now.
Now that we have about half the population of the world connected to the internet, it's becoming a problem because these platforms have no idea on how to properly manage their services.
Because, you know... back then, someone would start a forum, and with a bit of luck, he might get at most about... let's say 100,000 visits per day. PER DAY. Which is a lot, but with a big enough flock of moderators, it was enough to handle it.
But these social networks get around thousands of millions of visitors... PER DAY. So, of course someone is going to do something nasty that nobody is going to like... and detecting and moderating that, is a problem.
