For a 'world clock' site (cross-tz date/time-sharing), would you pick server-side or client-side rendering?

I like supporting non-javascript browsers (w/ progressive enhancement), but I also like serving static content with long cache times (so the server verifiably can't do too much tracking, offline-friendly). Having both seems hard?
