Codeberg (Gitea) has a feature called Projects - you can use that to manage the workflow (board colors by me). Then if you assign an issue to a Project it'll land in whatever board is specified as default (I set Inbox) then team members (or just you) can decide what should be done (move to TODO) and star the process, without being distracted by new tasks coming in and demanding attention immediately.
