anyone know if there is a way to cap rsync speeds? So that it doesn't eat up all the network bandwidth?

Found a good video from a year ago about a piece of malware called "Hermit" that was sold to the governments like Syria and Kazakhstan to allow them, along with ISPS, to spy on users mobile devices, take control of them, put files on them and more.
