While I have mixed feelings about sound ordinances, they're generally helpful. And people should definitely be allowed to be drunk, so long as they're not endangering anyone else. What shouldn't be legal is tampering with private property, as is the case of the drunk sleeping on your car.

Sleeping on someone else's car and being drunk are actually two different things.
