If you want a worse case, in Egypt, free/libre and open-source software of any kind is illegal and everyone is basically forced to be customers of the big 5 tech giants.

No, it means that the source code is available and you are free to distribute exact or modified copies both commercially and non-commercially. A program can have it's source code available without being "open-source". You can even tinker with closed-source software with reverse-engineering.
And still, open source has it technically be tinkered by anyone
