Haiku is supposed to be a clone and spiritual successor of BeOS. It wouldn't make sense for them to use the Linux kernel since it's nothing like the kernel that BeOS ran on.

i've only dealt with like, the rc docs and the 9p docs, but the 9p docs don't even include the wire protocol.

The kernel itself is written clearly enough that I know a musician that taught himself to program by spending a summer reading the Plan 9 kernel.

@icedquinn @bagofshit @pernia @sjw @xianc78 Inferno has Tk support, you could probably backport it to Plan 9 with minimal effort.
there's the mac route of building on FBSD or the insane asylum route of building on P9, although not using soros kernel does drop a lot of hardware support you need to be viable.
