But I'm only now and have traveled to a lot of places, some that are in bad shape and .... I like functional states ... and municipalities .. and human rights and a monopoly of violence held by local leaders who have to at least pretend to be answerable to the people

I honestly can't think of a way for a state to prevent a shadow government from forming.
@xianc78 There’s a book called The Dictators Handbook that talks about selectorate theory; if your people are beholden to a larger group of people to maintain their power, the more democracy/less autocratic a State tends to be.
The US has pretty non-representative elections. The electoral college/first-past-the-post are shit systems. MMP and Ranked (with or without instant runoff) do a better job of representing populations .. and yet Aussistan and Kiwistan are turning into autocratic hellholes in the past two years
I think the US bill of rights, and the fact that courts have moved towards actually upholding those rights (not the case over 100 years ago); and the independence of States, have all helped America weather a lot of the COVID-mind-virus storm. The UK backed off of vaccine passports and I think it was from a similar situation: The UK is not a nation of people; it’s a country of country. America is not a nation of people; it’s a nation of States.

Which is why I wish more states would start using nullification more often when the US government passes unconstitutional laws. But even then we still have problems that states can't fix like endless wars, the federal reserve, mass surveillance, plutocracy etc. We have been dealing with these problems for decades and no president, judge, etc ever fixes them despite all their promises.
