Many landlords won't even let you have a dog or cat, I'd say 80% of the rental apartments ban it, making them at least more welcome than foreigners.
And even if they let you, they'll give you an endless list of rules of what your pet can and cannot do, like if it will ever care.
Plus lots of administrative bloat especially in the case of a dog which makes prices of buying a young furry friend skyrocket.
So if you want to have a pet, you'll either need to buy property with soundproof walls (which too is pretty uncommon), or just silently get a silent cat and never let anybody know.
