The military (or at least Marine Corps) operationally will just keeping throwing people at testing for CompTIA Security+ until they eventually pass, just by unlikely statistical chance; I've encountered a handful of folks in military that held Security+ that had no idea how they managed to pass, other than just somewhat-memorizing word associations. The only reason why is: Security+ (and other equivalent certs, per some DoD standard) is required for getting any admin privileges on military networks, such as being an OU-level admin in AD. Nonetheless, there's a lot of very confused people out there administering military networks that probably shouldn't be; thanks CompTIA certification!
