@LukeAlmighty Well, they were built in case a war between the west and USSR broke out and when USSR fell apart a threat of a war dropped significantly.
We have some replacements for them, but with a much smaller capacity.

@matrix You know, I have NOTHING against paying taxes in principle... but seeint this makes you wonder why do you even bother paying the protection money, when they cannot even keep a few crisis facilities.
