It is, but that is not the problem.
The prisons themselves are a faulty concept. They do nothing to either fix the damage caused by the crime, nor to prevent repetition of the crime.
You spend your tax money to put people into a hellhole, where they learn to supress their civilized nature and study crime from each other. By the time they came out, they cannot find a job, AND know more about how to be a good criminal then before.
What part of this system seems to be working correctly?
